Crowe was a former mayor and councilman in the City of Ludlow. He served on council from 1929-1941 and was mayor from 1941-1957. He resided at 133 Elm Street.
Crowe was a retired machinist for the Southern Railroad. He was also a member of Local 152 International Association of Railway Machinists.
Crowe died in February 1962 at the age of 65.
He was survived by his wife, Pauline Crowe, and five siblings: Richard Crowe of Chicago, James Crowe of Ludlow, Mrs. Hannah Ward of Washington, Mrs. Blanche Cardosi of Fort Wright, and Mrs. Robert Oates of Cincinnati. Mass of Christian burial was held at St. James Church, Ludlow with burial at St. Mary Cemetery in Fort Mitchell.
